MASSENA, NY - Massena-based State Police arrested Mark S. Billings, 48, of Chase Mills subsequent to a traffic stop last night on Andrews Street in Massena.

Police say Billings was stopped for operating without headlights and that during the stop, the Trooper detected the odor of alcohol. 

Billings was processed at the State Police station in Massena and determined to have a BAC of .08%.  He was issued tickets for Driving Without Headlights and Driving While Intoxicated - both returnable to the Massena Village Court on January 5th, 2010 at 1:30 pm.
