MASSENA, NY - Raymond C. Miller, 37, cut off his home monitoring bracelet in January and fled the area, police say.

St. Lawrence County Sheriff's Deputies say that Miller was located in Albany and arrested by the Albany Police Department before being turned over to local Sheriff's deputies.

Miller was arraigned in St. Lawrence County Court and remanded to the St. Lawrence County Correctional Facility without bail.

Police say that Miller fled in January when deputies were attempting to arrest him on a bench warrant for violation of his probation.
