Philadelphia Man Arrested for Stalking |

 CAPE VINCENT, N.Y. - On 02/01/10, New York State Police at Alexandria Bay arrested Richard P. Fisher, 46, of Philadelphia, N.Y. for Stalking 4th Degree.
On 01/27/10, Fisher contacted Rhonda L. Ruperd via a text message. In October 2009 Fisher had been told to stop all contact with Ruperd stemming from a similar incident.
Fisher was arraigned in the Town of Cape Vincent Court and released on his own recognizance.
