On August 24, 2009, at approximately 10:30 p.m., Lyon Mountain Correctional Facility staff discovered that an inmate,
Scott R. Adkins,
age 23, had escaped from the facility. The New York State Police at
Plattsburgh were immediately notified and the escape plan was initiated
and staffed by State Police and Department of Correctional Services
personnel.
On
August 25, 2009, the investigation into the escape continued utilizing
State Police Uniform and Bureau of Criminal Investigation personnel,
State Police Aviation, Special Operations Response Team, Department of
Corrections personnel, including their Inspector General’s Office,
Clinton County Sheriff’s Office, New York State Forest Rangers, New
York State Environmental Conservation Officers and United States Border
Patrol. Numerous checkpoints and roving patrols were established
throughout the area to contain the escapee.
On
August 25, 2009, at approximately 11:00 a.m., Byron W. Wing, an
off-duty Corrections Officer assigned to Clinton Correction Facility,
was traveling westbound on State Route 374 near Chazy Lake Road.
Corrections Officer Wing had just passed through a State Police
checkpoint when he observed Adkins, who he recognized, enter the woods
on the north side of the roadway. He immediately notified State Police
personnel who entered the wooded area. Additional personnel from State
Police and assisting agencies responded to the area and established a
tight perimeter. During the search of the wooded area, Sergeant Fred R.
Atkinson, Station Commander at SP Plattsburgh, observed the suspect and
ordered him to stop. Adkins refused to comply with Sergeant Atkinson’s
repeated orders to stop, and show his hands. Adkins attempted to flee
further into the woods and was shot by Sergeant Atkinson, who was using
a twelve gauge shotgun, and was quickly apprehended. Adkins was
transported to Champlain Valley Physicians’ Hospital Medical Center in
Plattsburgh by Lyon Mountain Rescue Squad where he was treated for a
gunshot wound to his right arm. Adkins was discharged from the hospital
and remanded back into the custody of New York State Department of
Correctional Services.
The
incident remains under investigation and is being reviewed by Clinton
County District Attorney Andrew J. Wylie. It is anticipated Adkins will
be charged with Escape 1st degree at a future date.
