On 11/22/09, Cody B. Blackmer, 20, of Ogdensburg, NY was stopped after being observed parked outside Perry's Place Convenience Store after the store was closed. Subsequent to a traffic stop, Blackmer was found to be in possession of a marijuana smoking device and 4.7 grams of marijuana.
He was issued an appearance ticket for Unlawful Possession of Marijuana, returnable to Town of Oswegatchie Court on 12/02/09 at 6:00 p.m.
