Police say that Pollard was masturbating naked in front of an apartment window while standing on the roof of Potsdam's Town Hall.  Pollard was charged with 2nd-Degree Reckless Endangerment, Public Lewdness, 2 Counts of Trespass, Disorderly Conduct, and 3rd-Degree Criminal Tampering.

The apartment window he was masturbating in front of reportedly belonged to 19-year-old Scott A. Wilson who understandably took offense to the actions of Mr. Pollard.

Mr. Wilson allegedly chased Pollard across the roof of the Town Hall and struck him in the face and head several times.  Wilson was charged with 2 Counts of Trespass, 2nd-Degree Attempted Assault, and Acting in a Manner Injurious to a Child under 17 because the incident allegedly occurred in sight of a 15-year-old girl.

Both men were arraigned in the Village of Potsdam Court and remanded to the St. Lawrence County Correctional Facility; Pollard on $500 cash bail, $1,000 secured bond; Wilson on $1,000 cash bail, $2,000 secured bond.

This is the second time Mr. Pollard has allegedly pulled this stunt.  In September, 2008, he was arrested for Public Lewdness for reportedly masturbating in a thong in front of a Market Street apartment window.
